"The operation of merchant shipping is specialised and complex, governed by comprehensive rules and conventions developed by national and authorities" (International Chamber of Shipping, 1996. For this reason, the International Maritime Organization adopted the International Management Code for the Safe Operation of Ships and for Pollution Prevention (The International Safety Management Code - ISM Code). This Code requires that companies develope and implement a management system and produce safety procedures to ensure safety conditions.
The Code is more that a regulation, is an standard that has been incorporated to the International Convention for the Safety of Life at Sea, 1974, Chapter IX - Management for the safe operation of ships, as amended.
As stated at Resolution A.741(18) as amended by MSC.104(73), MSC.179(79), MSC.195(80) and MSC.273(85) . "the purpose of the Code is to provide an international standard for the safe management and operation of ships and for pollution precention." But the most relevant facts of this Code are the objetives which lead to ensure safety at sea, prevention of human injury of loss of life, and avoidance of damage to environment, in particular to the marine environment and the property: "assess all risks to the ships, personnel and the environment and establish appropriate safeguards (ISM Code 184.108.40.206)".

For ensuring the effectiveness of the system, adherence to the procedures and to provide information for management, "The Company should carry out internal safety audits on board and ashore at intervals not exceeding twelve months to verify whether safety and pollution-prevention activities comply with the safety management system" (ISM Code, 12.1).
